The Northwestern University - Research Ethics Committee (NWU-REC) is created and responsible for the ethical review of submitted research proposals. It ensures that the consistency and completeness in the approval of researches is achieved.
Implement clear and harmonized guidelines in the review of protocols.
Perform quality ethical review within a reasonable time frame.
Provide proponents a written, signed and dated feedback on the review.
The Higher Education Act of 1994 (R.A.7722), which established the Commission on Higher Education, mandates the Commission to: (1) formulate and recommend development plans, policies, priorities, programs and research on/in higher education; (2) recommend to the executive and legislative branches priorities and grants on higher education and research; (3) develop criteria for allocating additional resources for research; and (4) direct or redirect purposive research by institutions of higher learning to meet the needs of agro-industrialization and development. The Commissions Long Term Higher Education Development Plan also states that "Research priority disciplines and key areas shall be pursued not only for improving instructional programs but also for advancing inventions and technologies," (NHERA, 1998-2007).
Northwestern University, a higher education institution offers a vast number of academic programs, requires students to conduct researches in their respective areas of specialization. Likewise, faculty members are required to conduct relevant research undertakings.
One fundamental role of a researcher in conducting a research undertaking is the application of ethical principles in research. To ensure the safety, dignity and well-being of human participants in research, the Commission on Higher Education (CHED) issued the Regional Memorandum Order No. 02, series 2019, encouraging all concerned institutions to support and participate in the establishment of their respective Research Ethics Committees (RECs) and apply for accreditation with the Philippine Health Research Ethics Board (PHREB).
Thus, to ensure the ethical integrity of the research process, more importantly, the protection of vulnerable research subjects the Research Ethics Committee (REC) was created, such that there are set appropriate checks and balances throughout the conduct, dissemination and implementation of the research.
The ethical principles and procedures established in this manual are based on local and international guidelines for research involving human subjects. Specifically, the NWU-REC shall function and be guided by the following:

The NWU-REC shall ensure that compliance with the above ethical guidelines is necessary to ensure the safety, dignity and well-being of the human subjects involved in research studies.
